The General Staff, the War Ministry, and the Kaiser: Internal Conflict and the Problem of Army Increases in Germany 1901-1914

To study: l) decision-making procedures within the German army - particularly as they relate to size increases during the years 1911 - 1914.; 2) the way in which internal army politics affected expansion and related administrative efficiency; 3) the impact of pro-army lobby groups on administrative efficiency; 4) the impact of the Army on the pro-army lobby; 5) the role of the Kaiser in military policy, especially in the question of army versus navy expansion; 6) the impact of expansion on the army, on German politics and on Germany's foreign policy by 1914. Project will be a case study illustrating the means by which military establishments relate to the society in which they function.
